If the current polls hold, Barack Obama will win the White House on November 4 and Democrats will consolidate their Congressional majorities, probably with a filibuster-proof Senate or very close to it. Without the ability to filibuster, the Senate would become like the House, able to pass whatever the majority wants.
Though we doubt most Americans realize it, this would be one of the most profound political and ideological shifts in U.S. history. Liberals would dominate the entire government in a way they haven't since 1965, or 1933. In other words, the election would mark the restoration of the activist government that fell out of public favor in the 1970s. If the U.S. really is entering a period of unchecked left-wing ascendancy, Americans at least ought to understand what they will be getting, especially with the media cheering it all on.
The nearby table shows the major bills that passed the House this year or last before being stopped by the Senate minority. Keep in mind that the most important power of the filibuster is to shape legislation, not merely to block it. The threat of 41 committed Senators can cause the House to modify its desires even before legislation comes to a vote. Without that restraining power, all of the following have very good chances of becoming law in 2009 or 2010.
- Medicare for all. When HillaryCare cratered in 1994, the Democrats concluded they had overreached, so they carved up the old agenda into smaller incremental steps, such as Schip for children. A strongly Democratic Congress is now likely to lay the final flagstones on the path to government-run health insurance from cradle to grave.
Mr. Obama wants to build a public insurance program, modeled after Medicare and open to everyone of any income. According to the Lewin Group, the gold standard of health policy analysis, the Obama plan would shift between 32 million and 52 million from private coverage to the huge new entitlement. Like Medicare or the Canadian system, this would never be repealed.
The commitments would start slow, so as not to cause immediate alarm. But as U.S. health-care spending flowed into the default government options, taxes would have to rise or services would be rationed, or both. Single payer is the inevitable next step, as Mr. Obama has already said is his ultimate ideal.
- The business climate. "We have some harsh decisions to make," Speaker Nancy Pelosi warned recently, speaking about retribution for the financial panic. Look for a replay of the Pecora hearings of the 1930s, with Henry Waxman, John Conyers and Ed Markey sponsoring ritual hangings to further their agenda to control more of the private economy. The financial industry will get an overhaul in any case, but telecom, biotech and drug makers, among many others, can expect to be investigated and face new, more onerous rules. See the "Issues and Legislation" tab on Mr. Waxman's Web site for a not-so-brief target list.
The danger is that Democrats could cause the economic downturn to last longer than it otherwise will by enacting regulatory overkill like Sarbanes-Oxley. Something more punitive is likely as well, for instance a windfall profits tax on oil, and maybe other industries.
- Union supremacy. One program certain to be given right of way is "card check." Unions have been in decline for decades, now claiming only 7.4% of the private-sector work force, so Big Labor wants to trash the secret-ballot elections that have been in place since the 1930s. The "Employee Free Choice Act" would convert workplaces into union shops merely by gathering signatures from a majority of employees, which means organizers could strongarm those who opposed such a petition.
The bill also imposes a compulsory arbitration regime that results in an automatic two-year union "contract" after 130 days of failed negotiation. The point is to force businesses to recognize a union whether the workers support it or not. This would be the biggest pro-union shift in the balance of labor-management power since the Wagner Act of 1935.
- Taxes. Taxes will rise substantially, the only question being how high. Mr. Obama would raise the top income, dividend and capital-gains rates for "the rich," substantially increasing the cost of new investment in the U.S. More radically, he wants to lift or eliminate the cap on income subject to payroll taxes that fund Medicare and Social Security. This would convert what was meant to be a pension insurance program into an overt income redistribution program. It would also impose a probably unrepealable increase in marginal tax rates, and a permanent shift upward in the federal tax share of GDP.
- The green revolution. A tax-and-regulation scheme in the name of climate change is a top left-wing priority. Cap and trade would hand Congress trillions of dollars in new spending from the auction of carbon credits, which it would use to pick winners and losers in the energy business and across the economy. Huge chunks of GDP and millions of jobs would be at the mercy of Congress and a vast new global-warming bureaucracy. Without the GOP votes to help stage a filibuster, Senators from carbon-intensive states would have less ability to temper coastal liberals who answer to the green elites.
- Free speech and voting rights. A liberal supermajority would move quickly to impose procedural advantages that could cement Democratic rule for years to come. One early effort would be national, election-day voter registration. This is a long-time goal of Acorn and others on the "community organizer" left and would make it far easier to stack the voter rolls. The District of Columbia would also get votes in Congress -- Democratic, naturally.
Felons may also get the right to vote nationwide, while the Fairness Doctrine is likely to be reimposed either by Congress or the Obama FCC. A major goal of the supermajority left would be to shut down talk radio and other voices of political opposition.
- Special-interest potpourri. Look for the watering down of No Child Left Behind testing standards, as a favor to the National Education Association. The tort bar's ship would also come in, including limits on arbitration to settle disputes and watering down the 1995 law limiting strike suits. New causes of legal action would be sprinkled throughout most legislation. The anti-antiterror lobby would be rewarded with the end of Guantanamo and military commissions, which probably means trying terrorists in civilian courts. Google and MoveOn.org would get "net neutrality" rules, subjecting the Internet to intrusive regulation for the first time.
It's always possible that events -- such as a recession -- would temper some of these ambitions. Republicans also feared the worst in 1993 when Democrats ran the entire government, but it didn't turn out that way. On the other hand, Bob Dole then had 43 GOP Senators to support a filibuster, and the entire Democratic Party has since moved sharply to the left. Mr. Obama's agenda is far more liberal than Bill Clinton's was in 1992, and the Southern Democrats who killed Al Gore's BTU tax and modified liberal ambitions are long gone.
In both 1933 and 1965, liberal majorities imposed vast expansions of government that have never been repealed, and the current financial panic may give today's left another pretext to return to those heydays of welfare-state liberalism. Americans voting for "change" should know they may get far more than they ever imagined.

I am so sorry that the Republican Party has decided to try to divide the nation at this critical time in our history. As Sarah Palin said at one of her rallies, "I have nothing to lose!" Yes, Sarah, you do; it is called dignity and self-respect.
It has always been the women that have tried to be the voices of reason. Sarah tries so hard at her rallies to provoke hatred and fear. When people yell "traitor," "kill him," "hang him," and "terrorists" at the rallies, all I can think is that Sarah is too young to remember the devastation of the assissinations of JFK, Bobby, and Martin Luther King. I know she is not the smartest one on the block but surely, if she had a heart, she would know that these remarks are inapporpriate and dangerous. But she did say, "I have nothing to lose." So to hell with the nation as long as she gets what she wants. Does the end justify the means?
Well Sarah, in your megolomania, you do not realize that our nation has a lot to lose!
I still cannot believe that she is a mother. She has no traits (and I hate to use the all-inclusion word, "NO traits) that a mother would want to pass down to her children. Sarah is a liar-plain and simple. Whether she is talking about "the bridge to no where where she lied on her first explosure to the U.S. even though she knew it could and WOULD be proven over and over again about her support for the "bridge to no where" she continually repeats it because she thinks that Americans are so stupid that we would not watch t.v. or read the newspaper. Then there is the Bill Ayers lie. She knows that Obama was eight when Bill was an activist. Obama served on a bi-partisan board of education which was assembled by a rich Republican woman. Of course, Sarah does not remember the 60's and the Vietnam War. It was a terrible time in my life. Young men were drafted right out of high school. It was prom and then Vietnam. I know it is hard for Sarah but some people do not believe in guns and have never hunted. So these young men were thrown into a war without ever having fired a gun before. So people like myself, were pacifists and protested. When I had a son, he never even had a water gun! The 60's were also a time of drugs. Ayers was like George Carlin; they were stoned like a lot of other people. What is funny though is that I never even smoked a cigarette never mind any drugs, but the people who did indulged themselves have become the most staunch republicans which is kind of funny. When I was rasing my children (the liberal)was conservative and strict with my children regarding alcohol, drugs, or even cigarettes but the so called "conservatives" were lenient on their children b/c they had done drugs. I cannot tell you how many Republican parents let their children run wild. And let's face it, if it was Obama's daughter that was pregnant, you would be outraged. However since the consservative who does not believe in sex education in schools, failed to do her motherly duties and teach her own children and her teenage daughter gets pregnant, it is okay in your eyes. How pathetic and how disingenuous of you. Oh by the way, do some research, there are less abortions in a democratic administration that in a republican administration b/c the democrats provide service and support for the unwed mothers. Did you read that the U.S. under Bush's presiendecy, has fell from 13th in 2004 to 29th in 2008 is the world in respect to infant morality! This is a disgrace. I am Catholic and pro-life but I put my money where my mouth is and I know that one issue cannot make me vote for a Republican especially since I know the facts.I guess I am a bleeding, heart liberal-I care about the poor and feel that it is our responsibility to care "for the least of my brother."
Another thing that Sarah distorts is Acorn. The field workers get paid by the number of names they register. Sarah is too foolish to know that there is a pronounced difference between registering and being able to vote. The Republicans are so ridiculous when they say that they have registered, "Mickey Mouse", or "Batman,"etc. Surely the Republicans know that these names are found and flagged. Finally, after two elections were stolen (2000 the Supreme Court appointed Bush and 2004 many Ohio votes were not counted) the democrats see a pattern and are willing to do something about it. It seems that every election the Republicans use the same tactics to try and discourage our voters. How is this the American Way?
I think it is really bizarre when McCain uses a PLANT like Joe the Plumber and does not even vet the man. After all, this WAS HIS MAN. This just shows how unorganized and desperate the Republicans are and how dim witted this man was to agree to being used. He was on the right winged talks shows before it even happened. He said he was an Independent-he is a registered Republican. He said he was a plumber-he has no license and the plumbers union of which my dad was a member for over 50 years, said that even his boss does not have a license. Joe makes only $40,000 a year and would actually benefit from Obama's tax plan. Of course, he said he wanted to buy the business, well he does not have the money to do that either. To make matters worse, the guy owes back taxes. Now McCain uses the media when he wants and then call "foul" when he gets burned. Of course, the media was going to check this out since there is now the "truth squad" that checks everything. So it is NOT Obama that has hurt this man but rather McCain. The sad thing is both McCain and Sarah still cite Joe and will cause him more harm. I hope McCain has the decency to help the poor guy out of the mess.I won't hold my breath.
There was a Republican representative from Minnesota who actually said that the U.S. Senators should be investigated because some of them are UNAMERICAN!. WOW! Then Sarah said while campaigning in N.C., that she likes to go to places where the "....People are pro-American." I guess she means like in Alaska where her husband was a member of the Alaska Independent Party that mingled with white supremacists and ring winged theocrats and who wanted Alaska to secede from the U.S. These people are pro-American?Now they sound like terrorists Sarah. Again, the woman without a conscience (sarah) knows this is in her background, and she has the audacity to call others "terrorist" and "unpatriotic."Then we find out from a non-partisan committee (10 Republicans and 4 democrats) that Sarah ABUSED HER POWER. She contiunes to say that she has done nothing illegal or unethical. I think she really does not know the meaning of the words. The Ancorage Daily News had a scathing headline and is furious that Palin does not accept the judgement. She is in real trouble in Alaska; she has made the state look like a bunch of backward people. The Republicans have lost their minds.
As far as having a supermajority-well it was like that with Bush for six years. The only difference between the two parties is that the democrats will fight for ALL Americans. The people who complain about the senate do not realize that we have the majority by one. However to pass anything, you need 60 votes. All of the hard work of the senators have been filibustered by the republicans. My opinion is if we pay them, then they should get something done. With the democrats in power, we will improve the U.S.
I live in a swing state, Virginia and I have received two rotocalls and I am deeply offended by them. Sane and decent people really do want bi-partisan cooperation. So for all of you Republicans, think of it this way-we have had to deal with eight years of Bush (an preconceived and unwarranted war resulting in more than 4000 deaths of brave young men and women and more than 35,000serious injuries as well as conributing to our national debt), torturing prisoners, outing a CIA agent, firing judges b/c they did not follow the Bush agenda but rather the law, stealing the 2000 election, allowing our citizens to be stranded by Katrina, ruining our standing in the world even with our allies, trying to prevent voters from voting, trying to divide the country, and finally with the economic collapse. Anything we do is an improvement!
Some of your own right winged people: Krystol, Buckley, Noonan, just to name a few, have all said that Sarah was a mistake and McCain has lost his way.
If you really believe in God, you need to spread the word of love and respect. I blog on the republican sites to get a feel of what people are thinking. It is really scarey. I pray that the bloggers are just talking smack.
God Bless America! Let's prove that women really are the "hand that rocks the cradle and we will rule the world as God would want us to do -"To love one's neighbor as oneself."
Is being a welfare state that bad? Can't we also be a robust economy able to afford taking care or our fellow citizens? All the money spent in a war based on a lie could be better spent in the country. Or do we have to perpetuate the lie as Palin is wont to do.
The Democrats do not have a "filibuster"-proof majority in the House of Representatives. Although they are indeed the majority, it is not a 2/3rds majority.
Sen. Obama is talking about an employer-based health-care system. That is what we already have! Sen. Obama also states that for those who are unable to find/hold employment, be eligible for the same health-care that congressman give themselves, but have not given to children. Yes, shame on Obama!
Special-interest potpourri? Ha! That's hysterical coming from Republicans. Instead of worrying about the "Green Revolution", you should be alarmed by the Military-Industrial Complex.
"terrorists in civilian courts"? Do you realize how many people are held indefinitely at Guantanamo on the vaguest of mere suspicions?
It's funny that Tiffany wants to compare Democrats to NAZIs, yet defends Republicans when they are doing something the NAZIs actually did. Have you even heard of the Geneva Convention? Laws of War?
Do you pay attention to how much the Republicans have trampled on the Constitution? The War Powers Act of 1973? UN Resolution 1441? The Patriot Act?
Obama is not talking about actual redistribution of wealth, in the manner you speak of. The Graduated Income Tax is always a redistribution of wealth. TAXES, are always a redistribution of wealth. If you are going to attack Obama on this, the least you could do is make a case against Taxes.
Of course, I encourage all women to get involved in politics, but (like Sarah Palin) you should actually know something before you make your case.
PS: Loving American, it is a shame that you were not a VP pick! Well said!
