Make sure that you watch both frames at the same time to get the full import of her jibberish. Sarah needs to get back to high school civics and government and poltics. The VP has a limited role in government. The VP only breaks a tie while presiding at the Senate. The VP does not make speeches nor does he or she get much of a chance to make fools of himself or herself.
